Thank you for your email of 12 March to Lesley Griffiths, Minister for Environment, Energy and Rural Affairs and to Julie James, Minister for Housing and Local Government. I am responding as this matter falls within my portfolio.
The Welsh Government flood relief scheme, which was set up as part of a wider £10m package of measures, is intended for households whose internal living space of their primary residence was affected by the February storms.
The impact of storms Ciara and Dennis during February has been felt across the whole of Wales. I am sorry to hear that people in Birchgrove were flooded in November, however the purpose of these payments is to ease the extreme and immediate pressure households are facing following these unprecedented events and is not intended as compensation for flood damage.
